Terms and Conditions of Use
Introduction
By registering for the Cross-border Health Services of the National eHealth Authority (NEHA), hereinafter referred to as "the Portal," you agree to comply with the Terms and Conditions outlined in this document. Understanding and adhering to the Terms and Conditions is solely your responsibility.
Ensure that you understand your responsibilities and what constitutes misuse of the Portal.
Additionally, this document provides useful guidelines regarding measures you can take to ensure that your computer, the software on it, and the personal data stored on it are not compromised. Your registration on the Portal automatically implies your consent and acceptance of responsibility for implementing the guidelines included in this document.

Specifically
The Portal is divided into two sections. The first section concerns the Beneficiaries' Portal, where secure access is provided to the Beneficiaries of Cross-border Health Services, hereinafter referred to as "Beneficiary(ies)." The second section relates to the Providers' Portal, where secure access is granted to all healthcare professionals registered with the Cyprus Medical Association (CMA) or the Pharmaceutical Council (PC), hereinafter referred to as "Provider(s)."
By activating your registration on the Portal through GOV.CY (https://www.gov.cy/), you automatically become the holder of an access account to the Portal. You can register as a Beneficiary and gain access to the Beneficiaries' Portal area. With the same account, if you are a Provider, you can also register in that capacity and gain access to the Providers' Portal area.
As a Beneficiary, you can submit a registration application to the Portal through GOV.CY for yourself or for other individuals (children, dependents, other relatives, etc.).
These Terms and Conditions apply to Providers who have access to the Portal for processing information related to Cross-border Health Services, within the framework of healthcare services provided by NEHA.
If you wish, you can terminate your use of the Portal at any time by submitting a request to NEHA at info@neha.org.cy. However, please note that if you are a Provider, the use of the Portal for performing tasks related to Cross-border Health Services is a legal obligation (Article 19-(1) of the Electronic Health Law of 2019 (59(I)/2019)).
Minimum Technical Requirements for Using the Portal
You can access the Portal at any time using your own electronic devices, provided that these devices use the latest version of a web browser (such as Google Chrome, Firefox, Microsoft Internet Explorer or Edge, or Safari) and a PDF reader application. You will also need an internet connection and a valid/active email address. Some functions may require printing. Additionally, you must have a mobile phone capable of receiving SMS messages, with a mobile number issued by a telecommunications provider in Cyprus. You are solely responsible for maintaining the security of your devices and all installed applications, including keeping them updated with the latest versions, and/or upgrades, including required security patches provided by third parties.
Functions of the Portal
The Portal allows you as a Beneficiary to:
- View or download your medical data in PDF format.
- Stay informed about cross-border health services.
- Search for information on the National Contact Points of European countries that support cross-border health services.
Additionally, if you register and use the Providers' area of the Portal, depending on your role and sector (doctor, pharmacist), the Portal allows you to:
- Access cross-border health services.
- Create the beneficiary's medical history.
- Read the medical history of the European citizen visiting Cyprus.
- Process the electronic prescription of the European citizen visiting Cyprus.
Your Responsibilities When Using the Portal
The Portal is subject to strict personal data protection and information security rules, which are closely monitored. However, protecting your data is also your responsibility. To this end, you should always carefully read and understand your related responsibilities and adhere to at least the following guidelines.
DO NOT SHARE YOUR USERNAME AND PASSWORD WITH ANYONE.
If you share your username and password with anyone else, you will jeopardize the security of the Portal.
Restrictions on Using the Portal
By accessing the Portal, you agree that under no circumstances will you:
- Use the Portal for any illegal purpose or to promote illegal activity.
- Attempt to interfere in any way with the proper functioning of the Portal and the cross-border health services information system.
- Attempt to use the Portal to gain unauthorized access to any other information system, computer, or account of another Portal user.
- Bypass or attempt to bypass any measures we take to restrict access to the Portal, or use any software, technology, or device to gain and/or interfere with information and data within the Portal, change or intercept it, or process it in any unauthorized manner.
- Use another Portal user's account without their permission.
If NEHA determines that you have violated any of the above restrictions or any other rule included in these Terms and Conditions and/or have otherwise misused your user account on the Portal, NEHA reserves the right, at its sole discretion, to terminate your access to the Portal. In such cases, you will receive a related notification.
Intellectual Property
The Portal contains content protected by copyright, including, but not limited to, texts, photographs, graphics, icon buttons, images, artwork, names, logos, trademarks, service marks, and data ("Content"). Except as permitted by these Terms and Conditions, you agree not to sell, license, copy, reproduce, modify, transmit, process, adapt, create derivative works, distribute, or otherwise use the Content in whole or in part, without the express written consent of NEHA.
You agree not to engage in reverse engineering, decompile, disassemble, or attempt to extract or discover the source code of the cross-border health services information system or any part thereof, except to the extent such activity is expressly permitted by applicable law notwithstanding this restriction.
Specific Duties of Providers Using the Portal
As a Provider, you will use the Portal to conduct the services you offer within the framework of cross-border health services.
Therefore, for the implementation of European and Cypriot data protection legislation, you as a Provider will act as the data controller for the personal data you process through the Portal.
This means that, to the extent you use the Portal as a Provider, it will be your responsibility to comply with all applicable provisions of European and Cypriot legislation related to data protection, particularly the General Data Protection Regulation (GDPR) and the Protection of Natural Persons with regard to the Processing of Personal Data and the Free Movement of such Data Law of 2018 (N.125(I)/2018 of the Republic of Cyprus).
This also means that if you use the Portal as a Provider, it will be your responsibility to comply with all other legislative and contractual rules applicable to you as a Provider delivering healthcare services in the areas controlled by the Republic of Cyprus.
Final Provision
The legal relationships between NEHA and the Portal users are governed exclusively by the laws of the Republic of Cyprus, unless international private law rules apply. Any disputes will be resolved exclusively by the competent court in accordance with the laws of the Republic of Cyprus.
